State of South Carolina is Hiring a Director of Procurement Near Spartanburg, SC

1. Coordinates and directs the timely, efficient, and economical procurement of goods and services for the college. Manages and supervises daily departmental operations and staff. Plans, schedules and conducts pre-bid conferences, site visits, bid openings and evaluation committee meetings. Ensures all college procurement activity is conducted in compliance with the SC Consolidated Procurement Code and all mandated guidelines. Makes complex procurement decisions based on established code, policies and rules. Provides interpretation of the SC Consolidated Procurement Code to college Faculty, Staff and Executive Leadership Team when needed. Facilitates collaborative procurement opportunities with other state agencies to maximize cost savings of goods and services. Facilitates collaborative procurement opportunities with ITMO, MMO and other state agencies to maximize cost savings and efficiencies. Designs, plans, schedules and delivers updated procurement training annually to all College new hires and applicable faculty and staff.
2. Assists and advises college faculty and staff in the development of purchasing specifications and scopes of work. Leads the negotiation and finalization of all goods and services contracts for the College. Awards contracts to vendors in accordance with procurement guidelines and monitors all contracts for compliance. Identifies and analyzes facts related to the awarding of contracts. Works with Department Heads, Faculty and Staff to resolve vendor performance issues as they arise. Monitors Supply Chain, goods and services availability. Advises the college as to potential shortages of goods and supplies.
3. Leads the Shipping/Receiving, Inventory and Fleet Management Department operation and staff for the college. Supervises Shipping/Receiving and Inventory Manager to ensure the department is operating within established policy/procedures and established expectations for the handling and delivery of all freight, mail and packages, fixed asset inventory and college vehicles and equipment. Will also lead and direct the college property and casualty insurance program.
4. Develops and maintains a comprehensive database of all College contracts. Reviews and coordinates College's short and long-range procurement requirements. Creates and manages a procurement schedule for all applicable renewals to ensure seamless operations of the College.
5. Manages the preparation and timely submission of all required reports, such as the quarterly, minority, sole source, and emergency and trade-in reports. Provides training as needed and ensures that the College is aware of and in compliance with the updates and changes to SC Procurement Code. Leads the Procurement Department through State Procurement Audits. Provides all procurement records and information as requested. Petitions the State and works to increase the college Procurement Certification after completion of a successful audit. Develops and implements Procurement Department key performance measures to meet the strategic needs of the College. Monitors quarterly performance of the department and provides updates to College leadership on trends and productivity. Looks for continuous improvement opportunities to increase the efficiency, productivity and compliance of departmental operations.
6. Supervises all aspects of the college procurement card (P-card) program. Reviews monthly master statement identify and correct all unauthorized or illegal charges, maintains program compliance with all SCC and state of SC P-card policies and procedures. Approves new P-card user applications, approves any changes to individual P-card user profiles to include spending limit changes or merchant category restriction changes. Works with internal, external and state of SC auditors to review transaction history and compliance standards. Implements new policy changes or program operational changes as directed by the Bank of America or the state P-card Administrator.
7.
